C-Vigil App to check model code violations

The Chief Electoral Officer of the State today announced that a slew of measures will be introduced in the forthcoming general elections for free and fair polls. The ECI is going to introduce Citizen Vigilance (C-Vigil) App, through which any voter can inform ECI, if he or she finds any violation of model code of conduct in the elections in their booth.
A voter can inform ECI through C-Vigil app if he or she finds violence in the booth, booth capturing, distribution of cash or kind to lure voters or any other means employed by candidate or his supporters which amounts to violation of model code of conduct.
The C-Vigil is simple mobile App, through which any aware voter has to click the photographs or prepare the video of the incident and upload it on the App. The photographs, video of the incident should be latest and the voter after preparing the video or clicking the photographs has to upload it within five minutes.
The voter can either reveal his identity or even as anonymous can upload the picture of video. The uploaded video or picture will be routed to District Control Room and after receiving the information within 15 minutes, the flying squad will sprang into action. The flying squad will visit the spot after receiving the information and after verifying the incident, within 100 minutes action will be taken.
State Chief Electoral Officer L Khiangte said, “In the last assembly election held in five states—Madhya Pradesh, Rajasthan, Chhattisgarh, Telangana and Mizoram the App was introduced for the first time and it was a helpful in checking unfair means in the election. “
Also, with the theme of ‘No voter to be left behind’, the Election Commission is to arrange facilities for visually impaired voters and their assistants on the polling day to ensure their participation in the electoral process.
Khiangte said, “As per the instructions of ECI, the staff and officers of State ECI will arrange facilities for visually impaired voters. 
Visually impaired and blind voters will be provided with Braille voter slips in the Lok Sabha elections. Braille is a script with raised dots than can be read with fingers by people who are blind or who have low vision.”
As per State ECI, there are 2,19,81,479 voters in State which includes 1,15,07,697 male voters and 1, 04,73,475 female voters. The voters list also included 307 third gender voters.
The ECI has created 29,464 polling booths out of which 4404 are spread in urban areas while 25060 booths are in rural areas. 
Additional Chief Electoral Officer, Vinay Choubey said, “The ECI has made elaborate arrangements for general elections. Out of total 29,464 booths, 85.24 per cent booths have ramp facilities, 72.14 per cent having electricity facilities.”
Additional Chief Electoral Officer, Manish Ranjan, said, “95.24 per cent polling booths have drinking water facilities, 94.90 polling booths having toilets and 89.30 per cent booths having sheds so that the voters don’t have any inconvenience while casting their votes.”
The ECI has received 13,314 applications for rectifying errors in voters list out of which 1107 applications has been rectified.
 Also the ECI has received 27,322 logical errors out of which 6407 errors has been rectified.
