go to olderversion.com
get baraha 9
switch off internet
Install baraha
tools ==> Options
Uncheck Connect to Internet

If Unix,
For Ibus
install telugu itrans m17n package
If Tamil, tamil itrans m17n package

you'll be good.

enable the same in keyboard/text entry settings
