depends on a number of factors !

are you asking about regular usage or internet browsing & downloading ?

which laptop, how old it is ?
which processor, how much RAM ?
harddisk capacity & its free space

how is booting speed ?
does it have many application programs ?

does it have antivirus with up-to-date definitions ?

have you tried ccleaner like utilities ?

have you tried reconditioning [cleaning inside ..]

-- that about not sure but not long ago, when given to reinstall windows, shopkeeper opened it and maybe cleaned

looks like it requires cleaning inside & RAM upgrade

processor heat sink should be also cleaned & put back with
the cooling substance. Also take care of proper ventilation
(may be use cooling fan)

delete all possible temporary files & temporary internet files
remove unnecessary startup programs
try to use less items on the desktop & on the taskbar

it is difficult to use such laptop with windows OS ..

if laptop has cd/dvd drive then
cd/dvd with live linux versions should be available in the local market
[where computer parts & peripherals are available] at nominal price.
secondhand books shops (esp. weekend market) might also have such Disks

 if i use cd/dvd then my windows 7 will stay on my computer but whenever use dvd then linux will play like an app and after shutdown, windows 7 will restart, right, will it consume my resources unncessarily or just will be better

^ if live linux is available then you can boot with it & there will be no changes
on your windows OS. simple linux (eg. ubuntu variants) performs better !
