Been there before. My two cents: forget it if you're looking for nude beaches. There are none, may it be Penang, Langkawi, whatever.
Because of the religious and very conservative background (as they put it), no beach would advertise as 'nudist friendly'. Exhibitionism is a big no and punishable under local law.
Why not try Thailand or Bali (Indonesia)? Way more secure but it depends on how fun you want it to be.
Nudism? Exhibitionism? What are you up to fulfilling exactly?

I have also visited Singpore and Thailand in 1997, in Pattaya you may get more fun with girls. I have seen banana show (nude ) in Pattaya I think enquire at Thailand.
