I totally understand the fact that the flow is too slow and there is an interference of a lot of extra characters who are apparently not too significant. However, let me put it this way ... Consider the story as a solar system where Bashir and Roma are the sun while the others are planets who revolve and are contributive on their own terms. So, the focus will primarily remain with them.
