Where did Mahesh meet Shilpa. Is this arranged marriage? Is her family poor so they got married her to much elder Mahesh?

Shilpa and Mahesh's relationship backstory is mentioned in Chapter 28, part 3.

According to that Chapter, Shilpa comes from a small hilly village in Himachal Pradesh. Mahesh and Rekha were on vacation to celebrate his new job. They stumbled upon her village during sightseeing. Unfortunately, a leopard attacked her village at that particular instant which is fairly common there. The villagers got rid of the leopard by beating drums and throwing burning logs.

 Mahesh was taken aback by Shilpa's courage. Once Mahesh came to know that Shilpa was planning to get out of her village, he gave her his contact number, promising her a part-time job. Shilpa did get out of there and took that part-time job in the beauty parlor Rekha owned. 

The problem was that she was having problems coping with the city's people. They made fun of her accent, mannerisms etc., etc. Mahesh was a savior to her at that turbulent time of her life, and eventually, Shilpa did teach herself how to talk, walk and behave, remodeling her personality. Somewhere between there, Mahesh and Shilpa started their affair. He was a man going through a midlife crisis, and she was a very young woman who reciprocated his romantic approach out of gratitude. 

One thing to note that memory of Shilpa throwing burning wood to the leopard got stuck in Mahesh's mind forever. That is the main reason why he trusted her with the mission of trapping Ashish in the first place.

Shilpa sobs, "I never wanted to betray your mother, but I fall in love with Mahesh, he was a light in the darkness around me. And our love deepens, and that was a turbulent time for three of us. I am so sorry, Rahul, and I failed Rekha's trust. Sometimes, I think I am paying for that sin...whoring myself to my husband's bully."
