In the above chart, I think is the median penis length. If median represents 70% of population, there are 69% of the population that has shorter penis. and 30% of population that has longer.

Now, this variation can be determined by a statistical standard deviation. When India has a median of 5.4, the longest can very much be 7.5" (represented by say 0.1% male population) and the shortest can very much be 2.5" (represented by 0.1% population).

Just like Average Male Indian Height is: 5"6". But we have 6'0'' people too - may be 15% of our population. We have people with more than 6'3" height too, may be 1% of our population.
